Elmer, the ads you see on the right side of Outlook.com aren’t connected to Windows 8.1. You would see those ads in your browser no matter which operating system you use. Those ads are the price you pay for the “free” Outlook.com e-mail address.
If you’d like to see your Outlook.com e-mail without ads, use the Mail app included with Windows 8.1 to download your e-mail. Or install an e-mail client like Outlook or Thunderbird.
