Do I Need To Switch From Live Mail To Outlook?

I’m not sure if you’re talking about a your e-mail address for a web-based account or the e-mail client. But either way Victor,  you don’t have to switch. The changeover to from other Microsoft accounts like Hotmail, refers to web-based e-mail service, not the Outlook mail client that you install on your computer.
