I had Hotmail which changed to Outlook and all my contacts were lost. I have had other issues and I have contacted them, but they don’t care. They’ve done NOTHING.
Terry, I do have one thing you might be able to try. I can’t promise it will work, but it’s worth a try. Sign into your Outlook.com account.

Click the drop-down arrow next to Outlook in the upper-left corner.

You’ll see the options to Choose Outlook.com, People, Calendar or SkyDrive. Select People.

Click the drop-down arrow next to Manage at the top of the page.

Choose Restore deleted contacts

If there are deleted contacts that Outlook can restore, you’ll be able to choose to restore all of them or select them individually.

Select the contact or contacts you wish to restore.

Then choose Restore.

The selected contact should reappear in your contact list.

I am having the exact same problem. Suddenly my contacts disappeared and I cannot even access the people page-all is blank.
HELP! What can I do???

I tried this but contacts deleted more than 30 days ago cannot be restored :(. I think when Hotmail changed to Outlook there should have been more instructions and tips on how to manage existing information.
Thank you much for the information provided by you to restore my deleted contact.
this was a stupid suggestion, it only works if you do it within 30 days, I don’t know why they couldn’t leave hotmail alone it was JUST FINE!! I lost over 200 contacts!!! Thanks PEOPLE!!
Paula: It can be a useful tip if you’ve accidentally deleted or recently lost some of your contacts. Of course, not every tip works in every situation.
