Unfortunately Carol, there’s no going back on an iPhone 4s. Dedicated hackers have managed to jailbreak the iPhone 4 and with some effort you could get back to a previous operating system on that phone, but not anything later than the iPhone 4.
It’s all part of Apple’s grand design to ensure that every user of their devices has the same experience. Every Android device is just a little different, but Apple wants conformity in their devices.

I suspect Apple cares more about control then uniformity of experience.
Apple screwed up in my opinion. It’s really not a one size fits all world. I had my iPhone 4S replaced twice under warranty and the last time they stuck me with iOS7 not telling me before hand. I am not thrilled with it. For a next generation software it’s slow for one thing and I think it’s less user informative than 6.2. Come end of 2014 – it’s Samsung Galaxy time.
