Bob, I’ve noticed that you have a Gmail address, so I’m wondering if you really mean Outlook is installed on your phone or if you’re talking about an e-mail client. The only Outlook available for phones right now is the Outlook.com app for viewing your messages from your Outlook.com account. (although you could have other e-mail accounts forwarded to that account.)

If you want to access Outlook.com from your PC, you can just open a browser and go to Outlook.com.
I suspect you are talking about an e-mail client on your phone that will download copies of your messages from any accounts you enter in to it.
If you want the full version of Outlook on your PC, you’ll have to pay for it as either part of an Office 365 subscription or around $100 to download the program for your PC. There are free alternatives for your computer.
If you are using Windows 8 or 8.1 – you already have an e-mail client in the form of your Mail app. Click here to learn how to set up you mail in that program.
If you are using Windows 7, you may already have Live Mail installed on your computer. Click the Start Menu and search Windows Live Mail and click the result.
