Ed was in the process of setting up a new laptop at the store and needed to know how to turn off the precision touchpad settings. Fortunately, the solution is super-simple.
Type precision touchpad settings into the search box and click on the results.

Choose Bluetooth & Devices.

Then select Touchpad.

You can turn the touchpad off clicking or tapping the button. Or choose to have it turn off when you have a mouse plugged into the laptop. This is also where you can control the cursor speed.
