It sure is, George. Select the little star to the far right of your Firefox browser and then choose View Bookmarks Toolbar.
Your most visited bookmarks should then appear right below the address bar.

He did not ask how to have “bookmarks” show below address bar. He asked how to have TABS show there. To do that you go to “Options”, then uncheck “tabs on top”.
