I have an email program.  I do not know how to create an association in the Default Program Control Panel.  Thanks for any help, I really appreciate it. 
 
Sure Fern. Let’s get started. First of all, you will need to have an e-mail client installed on your computer for this to work. You already do, the Windows Mail App comes pre-installed on Windows 8.1   But for other users, I’ll remind them that for “send” functions to work, you need to have an e-mail client like the Mail App, Outlook or Thunderbird installed on your computer. If you use web-based e-mail like Gmail, Yahoo or Outlook.com you can’t make that type of association. You’ll have to compose an e-mail in your browser and attach the file you wish to send.
 
Here’s how to make a file association in Windows 8.1:
 
If you’re on the Metro/Modern screen with the tiles, just start typing “default programs.” Or open the search charm and type “default programs.”  Then click or tap on the result to open Default Programs.

Select Set your default programs.

 
Find the mail program you wish to use and click or tap it.
 
At the bottom left of the page, you can then either choose to make that mail program as the default program for any action it can perform.
 
Or you can pick Choose defaults for this program.
 
Then choose specific tasks such as Send mail command.
 
That program should now open up when you choose the “Send” command.
