If your desktop icons keep moving around when you restart your PC and the standard fixes don’t seem to help, consider checking your screen resolution.
Start by right-clicking on a blank spot on the desktop and choosing Display Settings from the menu that pops up.
Display Settings will open.
Scroll down to make sure everything is set to the recommended settings. If not, try clicking the arrow next to the box and using those settings.
