Ken, if you have Windows 8.1 running on your computer, you already have a license from Microsoft for that operating system and you’ll be able to upgrade that license to Windows 10 when that free upgrade is made available. The license isn’t separate from your purchase of the Windows operating system, it’s part of the purchase.
You will need to have either Windows 7, Windows 8 or Windows 8.1 as your operating system to be eligible for that free upgrade. If you buy a new Windows 10 computer, the license for the OS is included in your purchase price.

The BIG question is “What will they charge after year ONE”?
If you’ve already upgraded within the first, you won’t be charged anything. That license is good for the life of your computer. In all likelihood, people who haven’t upgraded yet will pay about the same for Windows 10 as they did for Windows 8.
