If you want to make the switch as part of a free upgrade, the answer is “no.” Only Windows 7, 8 and 8.1 systems are eligible for the free upgrade to Windows 10.
Now, if your PC is capable of running Windows 10, you could still purchase Windows 10 and do a clean install. Unlike the upgrade from Windows 7 or 8, which leave your files and programs intact, this would overwrite everything on the PC.

Can I update from Vista to 8.1 or would I have to do 8.0 first? Seems awfully complicated to me.

Barbara – you may be able to install 8.1 on your PC (As long as it meets the tech specifications), however this would be a clean install and not an upgrade. You would have to buy 8.1 and it would completely overwrite everything on the PC.
Hey Cynthia, how about they find a copy of win 7 to buy, do it as an upgrade then the free upgrade to 10?
